The New York Agreement was an agreement initiated by the United States in 1962 for the transfer of power over West Papua from the Netherlands to Indonesia. An agreement without involving landlords (Indigenous Papuan), the agreement was signed by the Government of Indonesia who was then represented by Dr. Subandrio and the Dutch Government, represented by Mr. J.H. Van Roijen, and Mr. C. Schurmann.

Ellsworth F. Bunker (May 11, 1894 – September 27, 1984) was an American businessman and diplomat (including being the ambassador to Argentina, Italy, India, Nepal and South Vietnam). He is perhaps best known for being a hawk on the war in Vietnam and Southeast Asia during the 1960s and 1970s. As of February 2021, Bunker is one of two people to receive the Presidential Medal of Freedom twice.
He was the man who has made the New York Agreement (August 15th, 1962) and Rome Agreement (September 30th, 1962) between the Kingdom of Netherlands and the Republic of Indonesia concerning the Colony of West Papua/West New Guinea.
